The State Tourism Development Agency examined tax revenues from the tourism sector across regions for the past year 2023. The growth in taxes for the past year, compared to 2022, is noted in the capital and in 18 regions of Ukraine. However, compared to 2021, the growth is observed in only 13 regions of the country.
From the capital to the budget last year, UAH 499,291,000 was received, compared to UAH 415,203,000 in 2022. A year before the full-scale invasion in 2021, the amount of tax revenues from Kyiv was significantly higher - UAH 773,902,000.
In 2023, Vinnytsia paid a quarter more in tax revenues than in the previous 2022 - UAH 29,947,000 compared to UAH 23,939,000. In 2021, the region contributed UAH 27,394,000 to the treasury.
Volyn also recorded an increase in tax revenues - UAH 15,918,000, compared to UAH 11,772,000 in 2022. In 2021, the taxes from the region amounted to UAH 13,345,000.
Dnipropetrovsk region paid UAH 98,113,000 in taxes in 2023, compared to UAH 69,533,000 in 2022. In 2021, the region contributed UAH 98,400,000 to the treasury.
Zhytomyr region also experienced significant growth in tax revenues from tourism compared to 2022 - UAH 14,531,000 against UAH 9,000,000. In the corresponding period of the COVID-19 year 2021, the taxes from tourism in the region were almost the same as in the past 2023 - UAH 14,129,000.
Last year, tax revenues from the tourism industry also increased in Zakarpattia - UAH 94,175,000 compared to UAH 72,362,000 in 2022. For comparison, in 2021, the revenue amounted to UAH 59,527,000.
By the end of 2023, the amount of taxes from tourism in Ivano-Frankivsk region increased, allowing the region to enter the list of leading regions. For the past year, UAH 138,842,000 was paid compared to UAH 159,680,000 in the previous year. In 2021, the region contributed UAH 131,955,000 to the state treasury.
Kyiv region paid UAH 239 million to the budget in 2023, compared to UAH 163,941,000 in 2022. In 2021, Kyiv region contributed UAH 125,376,000 to the state treasury.
In Kirovohrad region, taxes also increased last year - UAH 15,819,000 compared to UAH 10,934,000 in 2022. In 2021, the region contributed UAH 15,185,000 to the state treasury.
Lviv region has held the leadership in tax revenues from tourism for the second year. Last year, the region contributed UAH 345,484,000, compared to UAH 273,771,000 in the previous year. In 2021, Lviv region paid UAH 215,380,000 to the state treasury.
In 2023, Mykolaiv region also experienced an increase in tax revenues from tourism. The region contributed UAH 21,685,000 to the state treasury compared to UAH 14,251,000 for the same period last year. However, compared to 2021, the amount of tax revenues from this region decreased by 53% (UAH 45,926,000).
Tax revenues from tourism also increased in Odesa region last year, with UAH 98,845,000 paid compared to UAH 87,590,000 in 2022. Compared to 2021, the amount of revenue from this resort region decreased by 53% - UAH 210,786,000.
Poltava region also recorded an increase in taxes (UAH 45,352,000), almost a third more than in 2022 (UAH 34,582,000). In 2021, the region contributed UAH 43,452,000 to the treasury.
In Rivne region, tax revenues also increased compared to 2022 - UAH 20,122,000 against UAH 14,060,000. If we compare the amounts of taxes for 2023 and 2021, we can observe a 25% increase - UAH 16,213,000.
The situation with receipts from tourism improved in Sumy region last year. In 2023, UAH 9,825,000 was received in the state treasury compared to UAH 7,321,000 in 2022. It is worth noting that in 2021, the region contributed UAH 11,387,000 in taxes.
Last year, Ternopil Oblast contributed 19 million 639 thousand hryvnias to the budget, compared to 15 million 110 thousand hryvnias in 2022. For comparison, in 2021, representatives of the tourism sector in this region paid taxes amounting to 17 million 347 thousand hryvnias.
In Kharkiv Oblast, there was an increase in revenues from tourism tax by over a quarter compared to 2022 - 49 million 642 thousand hryvnias against 38 million 923 thousand hryvnias. In 2021, the region contributed double the amount to the state budget - 104 million 824 thousand hryvnias.
Tax revenues from tourism also increased last year compared to the same period in 2022 in Khmelnytskyi Oblast: the region contributed 31 million 158 thousand hryvnias to the state budget, compared to 22 million 644 thousand hryvnias. The amount paid this year is significantly higher than in 2021 (21 million 446 thousand hryvnias).
Cherkasy Oblast paid slightly more in tourism tax to the budget in 2023 than in 2022: 20 million 675 thousand hryvnias against 17 million 362 thousand hryvnias. In 2021, the region contributed 22 million 994 thousand hryvnias to the budget.
Bukovyna is a leader in tax growth with 28 million 804 thousand hryvnias. In the previous 2022, representatives of the tourism sector in this region paid 20 million 677 thousand hryvnias, which is 2 million 76 thousand hryvnias more than in 2021.
In 2023, Chernihiv Oblast contributed slightly less tourism tax to the budget than in 2022: 10 million 821 thousand hryvnias against 11 million 284 thousand hryvnias. In 2021, the region contributed 18 million 601 thousand hryvnias to the budget.
The most significant reduction in tax revenues from tourism is recorded in four regions of Ukraine that are in the active combat zone. Thus, in Kherson Oblast, the decline was 84%, in Luhansk Oblast 74%, in Donetsk Oblast 53%, and in Zaporizhia Oblast 42%.
