DART, in accordance with paragraph 24 of the Regulation on the State Agency for Tourism Development of Ukraine, issues licenses for the right to conduct tour operator activities and maintains the licensing register of tour operator entities.
Tour operators are legal entities that have exclusive rights to engage in the sale and provision of tourist services, ensuring the creation and organization of tourism products, as well as acting as intermediaries in providing accompanying and related services.
A tour operator can engage in both tour operator and travel agency activities.
The activity of a travel agent who is exclusively involved in the sale of tourist services does not require licensing.
The license grants the exclusive right to provide services for arranging documents for travel outside Ukraine and the right to use the word "tour operator" in the company's name.
The license for tour operator activities is indefinite (without a set expiration date).
Issuance, extension, reduction, and annulment of a license for the right to conduct tour operator activities.
Issuance and extension of a license - 10 business days from the date of receiving the application.
Narrowing and cancellation of a license - 5 business days from the date of receiving the application.
The service for narrowing and canceling the license is free.
Administrative fee: a one-time fee in the amount of one subsistence minimum, taking into account the subsistence minimum for able-bodied persons in effect on the day the licensing authority makes a decision to issue the license (art.14

The fee for obtaining the license must be paid no later than 10 working days from the date of publication of the decision to issue the license on the official website of the State Agency for Tourism Development of Ukraine in the "Orders" section.
A license for tour operator activities is issued by the State Agency for Tourism Development of Ukraine.
The term of service provision is: The term of service provision is: 10 business days from the date of receipt of the license application by the licensing authority.
Result of the service provision: License for the right to engage in tour operator activities. Order to issue a license for the right to engage in tour operator activities. Data entry into the License Register of tour operator entities.
Ways to obtain the result: It can be obtained through the following methods: 1) In person. You can visit the State Agency for Tourism Development of Ukraine in person to receive the certificate;
2) By mail. The certificate can be sent to you by mail or courier service, provided that you make arrangements for delivery;
3) Digital format. It's possible to receive the certificate in electronic format, such as a PDF file, via email or through an online platform if such a service is available.
- Establishing non-compliance of the license applicant with the licensing conditions established for conducting a type of economic activity specified in the license application
- Identification of false information in the supporting documents provided by the license applicant.
"Determination of the inaccuracy of data in the supporting documents submitted by the business entity to the licensing authority is the establishment, at the time of document submission, by the license applicant or licensee, of a discrepancy between the information provided in these documents and the actual state of this business entity. Data that could not have been knowingly incorrect for the business entity are not considered to be inaccurate."
The license applicant may appeal and file other complaints about the actions of the licensing authority to the Expert Appeals Council for Licensing Issues of the State Regulatory Service of Ukraine (Arsenalna Street, 9/11, Kyiv, 01011). The form of the appeal is optional. Supporting documents justifying the appeal should be attached to it.
